The only thing that DeviantArt is currently doing to comply with the Children’s Online Privacy Protection Act (which went into effect on April 21st, 2000) is forbidding kids under the age of 13 from creating, maintaining, or using any other kind of account on the website.
Even with parental consent, this restriction still applies.
We cannot currently permit children under the age of 13 to use an account because we collect certain types of identifiable information and because a DeviantArt account allows a user to publicly display different types of personal and identifiable information (like name, location, and email information).
Can an 11 year old use DeviantArt?

The administration of DeviantArt will immediately and without warning close any accounts discovered to be used or maintained by a child under the age of 13.
Accounts closed in this way will be kept active until their user turns thirteen (13) years old, the minimum age requirement.
