A tracking tool for RDS CALs issued by the Remote Desktop License Server is included with Microsoft RDS. The Remote Desktop Licensing Manager is a tool that is only functional if your company does not make use of Azure AD Domain Services.

Does RDP require a license?

Yes, A client access license is required for each user and device that connects to a Remote Desktop Session host (CAL). RDS CALs are installed, issued, and tracked via RD Licensing. An RD Session Host server determines whether an RDS CAL is required when a user or device connects to it.
