Remote Desktop Services (RDS) is a catch-all term for Microsoft Windows Server features that allow users to access graphical desktops and Windows applications from a remote location.

The Remote Desktop License Manager tool can be used to generate reports that track per-user client access licenses for Remote Desktop Services issued by a Remote Desktop license server.

If your environment includes Azure AD Domain Services, the Remote Desktop License Manager tool will not work to obtain per-user CALs.

Instead, you’ll have to manually track licenses, either through login events, polling for active Remote Desktop connections via the connection broker, or any other method that works for you.

You can also save the report to a folder on your computer as a Database. To save the report, right-click it, select Save As, and then enter a file name and location for the report to be saved.

When you go to Server Manager > Tools > Remote Desktop Services > Remote Desktop Licensing Manager, it should either point to the RDS licensing server in the network or give you the option to Connect > Connect to License Server and enter the licensing server.
