All client devices that access server resources must have a Remote Desktop Service Client Access License. When client devices connect to the server via RDP, the server determines whether the client requires an RDS CAL.

The server then contacts the Remote Desktop License Server on behalf of the client device that is connecting to the RDSH and requests a CAL. The appropriate CAL is obtained from the licensing server and delivered to the client device, after which the connection is activated.

The RD licensing service installs and manages these CALs on the RD license server. Regardless of the size of your RDS deployment, your network should have at least one RD licensing server.

In small networks, the licensing service and RDSH can coexist on the same server. Large deployments, on the other hand, necessitate their installation on separate servers.
