Even though Apple Watch 3 has circular data capacity, meaning you can use it even when away from your phone, there are some phones that it is designed to be paired with.
The Apple Watch Series 3 will require an iPhone 6s or newer, running at least iOS 14 to be paired with. This obviously includes iPhone 11. So yes, you can use Apple Watch 3 with iPhone 11 without any problems.
